If you went around with a petition in North Korea that didn't benifit the government you might suffer an inexpicible totally unpredictable death (hmmm, I wonder why) try to find a more cemocracy like country to represent zone, we all know Stefan and all the other Zone staff are not like communist dictators (or are they???)

North Korea basically is hardcore Communist. They basically block everything from the outside world from them. if they want something new they go to a country and kidnap... That idea wouldn't work because like you said N. Korea is communist. But in places such as US, and England, etc. The idea would work, which is why I'd put that on Graal because theres like this thing where people have to recognize petitions and stuff.
