While it is, alls I can figure is it screwed up so amazingly weirdly that Stefan's preserving the broken version for study.

Actually thats possible, when we were on the server this morning he couldn't figure out why Insomnia had insomnia. While I have seen one other case where a dev server wouldn't restart because it thought there was a player on it even though it was dead. This is the first time that when restarted manually that the ghost one didn't disappear. To my knowledge anyway.
