It was an arbitrary selection. Everyone was telling me to start a war with Samurai over the Nighthawks thing and I didn't want to so I had to start a replacement war with someone else. It turns out that in the end starting a war with Samurai would have been a better strategy, though, because while only me and Bosh would have shown up to fight, we would have gone unopposed.

Well, considering the fact that any given day after you'd 'claim' the land, I could just retrieve it again, no, it wouldn't have been a good idea to go to war with Samurai.
