I think it's ment to be shallow. I made an example of diving into water about a year ago but sadly never finished it. It still sits on testbed.

You could draw water higher on the cliff's, but it would require custom tiles to do so correctly. Still a VERY nice effect if you ask me.

I definitely love the leafy border look. That's the way layering should be done.
