Seriously.
It was a good idea. It wasn't difficult to script. Pretty much the only people against it were rock stealers, Karakaze (i.e. criminals) and their friends. There were no really legitimate arguments against it (mostly it was "OMG ROCK STEELING IS R RITE!")
Why didn't it happen?

It wasn't like everyone was out to make you miserable. There are reasons behind it... The main reason being... there was only one bomb site for each type of mineral. How exactly would you give rocks owner tags?
The person blows up the wall and like a dozen rocks comes out... So that person owns all of those. So what if they just sign off right then and don't mine the rocks? Nobody can use that bombsite. Do you see why it's not so easy? You could say "well make the rocks lose the owner if the owner leaves", but what if you got disconnected on accident? Then you'd be mad to come back and lose your rocks.
Then there is the idea to give the rocks ownership but time them so they run out and anyone can take them... But then the owner is scrambling nonstop to quickly mine all their rocks before the time runs out. Making the job even worse than it already is.
There's always the solution of making more bombing sites... But you'd need like 10 of each kind to work for a really active 2k1 server. Plus it seperates people more, and one of the biggest parts of Graal is community, and I rather enjoy seeing other people while I'm mining or whatever.
So there you have it. It's not as simple as "give the rocks owner tags".
edit: but I actually came up with a simple solution to it that doesn't involve owner tags at all. Except we'll never get to see that because Stefan will never respond to my PM and it's been nearly 3 weeks already.
I actually had a mining system designed to where each pick axe actually has different stats that mattered, and hitting rocks required timing and you could get combos and stuff.... it's pretty fun.
