No not really... Using a black outline on those tiles would just make it even weirder... All they have to do is up the contrast on the whole tileset until it better matches the characters. There isn't any individual tilework needed. They basically made the entire tileset and all of the graphics in a certain contrast. I had the same problem with Oasis... every thing looks faded. At first I thought "well it's kind of unique being faded" but then when I tried messing with the contrast in a snapshot I was like "holy crap, it looks a lot better with more vibrant colors!".
To put it bluntly... it makes everything feel more alive.
