You clearly don't understand what it is to be a true level maker. Being a real level maker isnt about knowing what tiles are intended for and using them properly. aka predefined objects.
The power of all true level makers is looking at the tile set and not seeing a fence, roof top, bar counter. It's the ability to look past the creators original intention and to see what they could be. A fence could be a wall. A doorway can make a floor. A countertop a roof, and so many more options way beyond this. That is what seperates real level makers from those who make just average levels.
By your definition this house below is nothing but one big tile error. But yet even as tile errors it looks good and unique from most buildings.
Also I dont think there is a best level maker. Every one has there weaknesses. Certainly Spanky is one of the best. Especially with out door levels. But as for best above all, I'm not sure any one meets that especially now days.
