I know what the problem is, Aeko is attempting to make a baddy
walk which is fine; the only problem is your fluency is very off for a walk, I believe you've made the velocity appearance of the baddy to be too fast in some frames(Possibly all) for a proper walk for the baddy, adjust the speed and you'll find a much more appropriate fluency to the movement. I'd like to add also Dusty is right about the bobbing of the head, it's a little too back n fourth in comparison to the body's motion, Try making him lean his head forward as if he's darting after something (If he's running, I believe he is) and you'll have a very much more desirable skelly baddy. (I keep thinking he looks like a mutated dead Koopa) but if you're going for a walk you should have his head bob between about 3 or 5 pixels max in the cycle but not two (depends on the number of frames)
