it's still just as evil, probably more. you can tell when their higher-ups try to talk to you
it's evil in a "we're trying to help you..." kind of way

make a seperate state, thats not controlled by any kingdoms (so basicly a nuetral area, kinda like bomboria), and have a police force there.
