basically you would have to have some allegiance unless your a wandering merchant, and I dont think many poeple would want to be wandering merchants, and like I said why would you buy armor from someone else if you can get it safer from your own kingdom.....
and if I remember Stefan said it will start out as a seperate area on G2K1 but without its own weapons and stuff,
but if it gets big it will move to its own server with a direct portal from G2k1...
and to prevent lotsa crazy peeps joining the server and running around maybe you would have to do something in order to gain access, like there could be a list of account names to admit and if your not one of them you coudlnt do anything but maybe watch likey uor invisible or something, or you cant leave the first room,
or it just wouldnt let anyone in that isnt in a kingdom...
cus I mean when it comes down to it,
whether your a soldier or not,
you still have to have some kind of allegiance

For the most part, places such as Dustari do not Have a lot of room to build a complete town, though it could be done. And another thing, the character I RP as is a traveler so I am aligned under no one. Though during Zulithe's rule as king of Dustari, I was a chancellor for him, but left.
Trust me, so far, it appears many people here is against your idea. Like I said before, it sounds nice, but is it that necessary?
