I'm sure players will return because hackers are gone....
Think about it, most players quit because they have lives to start living, others quit because the game just becomes dull for them. The ones who quit because of hackers still player though just not when hackers are on.
You really want players to come and play, advertise and advertise well!
Make it so that players wish to come back to a game filled with players who they can play with, make so that the community isn't a burden on zone, make it that the game is once again enjoyable (for many reasons it isn't right now). The only aspects of the game I currently enjoy are talking and the occasional spar but that's just about it.

Sorry but unfortunately another choice made at the wrong time: hiring ZP (this would have been affective a few months ago), it would have been smarter to hirer people who are willing to advertise the game and draw in players. After playercount is accumulated then hire ZP to keep them in line. Along with consistent updates (once a month? even small updates would do) to keep them playing.
