I still disagree. Arctic has been popular for years, even before base laming was an issue as it is today. If base laming was somehow made illegal I bet people would STILL play Arctic.

Why don't you just have it so planets go out of orbit from time to time and can't be accessed? You could have special planets coming in at different times, too add extra variation, and holiday planets too.
