The reason people don't upgrade as often, is because their favorite servers (playerworlds) are free, so they don't need to. If they were P2P more would subscribe. Look at playerworlds like N-Pulse, it usually has about as many players as classic, and there are several other large PWs. More people play on the PWs than on classic.
Also, Graal is very inexpensive. How do you know they can't get an account? Nobody will know until the playerworlds all go P2P. Doesn't graal 2001 already have 20,000 pay-to-play accounts? Think about it... twenty-thousand upgraded accounts in less than a year, and graal is not a very well known game, it has virtually no advertising, it's all on word of mouth and people stumbling upon it from sites like mpogd.com
it is just my theory, I'm just saying, if I had the choice, all Playerworlds would be P2P

And I have a feeling, that one of these days, it might be like that.
