I think youll find they did.
The best pw's were up round about 2 years ago. (Old Graal 3001 (first time it was up) and Dolphonia).
Since then theyve been getting worse. Most of them are put up too early which helps them to fail. They should have a min of 2 quests before they are allowed up.

As sad as I am that it is considered crappy. I have absolutley no idea how it could have gotten accepted in it's first stage. The guy called the PW after himself and could spell Yoshi, it was something like Yoshe on all the signs.
