Swearing is generally okay if it is not used with racism/hate.

For example, "Damn it, I hurt my foot on this desk" is different then "**** that idiot, he did ..."

I agree that sometimes it is disrespectful to swear, even if it is just "Damn, I hurt my toe".

So, in all, this seems like a decent idea, with some modifications, as suggested, levels of blocking, "light,moderate,heavy" or such?

Like I said before, the system should simply be a script that would allow you to specify what words you want blocked and what to replace them with and any action to take when they're detected.

Your suggestion for levels of blocking suggest that its going to be some global staff person that defines what words are included at each level. I don't want some global staff person defining what words are to be blocked or 'homo' would probably end up in there if they were the one who wrote the Word Filter article on the Wiki. And 'homo' is not a word that needs to be filtered for anyone but a homophobic.

No, it should be a script that is distributed. There is no need for one built-in if it was just as easy for servers to install one.
