How can you violate somebody else's account and not expect to get kicked off the game?

From my experiance, people do it because they can, and because a lot of staff ignore it.
I have seen many, many account sharers, and some of them have it even in their profile that they are sharing.
I have seen them openly discussing it in masses, and in game.
It is very easy for them to do it, and get by with it, even if it is just a long period of time, and not forever. Then, if they get caught, the owner can just request a password change, and all is good again.
