It is a picture.
It is in flash.
Flash blows for pictures.
The snake is ok though.

PNGs of that size are hardly gonna tax anybody's connections. You shouldn't force people to use a plugin just so they can see your images.
I like people using the flash plugin so you can see it in a size thats good for them, I have a 1600x1200 resolution so I am known for making massive images on other forums.

About these things
You can not simply say a program blows at images, vectoring can even do images like this
Image
Note: He saved it as an imagebut it was done in pure vectoring

I like the snake.

The graphics are plain, which is a fine style in my opinion. Chances are, a flash game looks for simplicity and not for graphical integrity.

less of the circular gradients with the black lines on objects; makes them look way too cartoony and fake

Untrue. MSPaint is not as powerful as paint shop pro, and paint shop pro does not blow at producing images. MSPaint however does. You can make anything which uses pixels in any less powered program however, even mspaint it would just take an EXTREMELY long time and a lot of patience and skill. In other words, near enough impossible.
I must admit, I use flash; it does not suck at doing purposely intended cartoons, but it dos blow at trying to convey realistic images
