adminworld used to be able to be changed to anything, at any level without having side effects (e.g. now you can't log on to non-listed servers if you have only certain worlds set with an adminlevel > 0, I believe (from recent experience))
the adminlevel has nothing to do with global staff, it can be set to any level (0-5); but unless adminworld's set to "all", you won't actually have any rights besides warpto and update level (this is what "local" rights are for now)

the first level structure that was introducted was based on something similar this:
1 - LAT, 2 - GP Cadet, 3 - GP, 4 - GP Captain/Chief/Administrators, 5 - GM/Staff
1 - update level, warpto
2 - previous level + (edit own attributes), warp players(without editing attributes; added later by my consent

)
3 - previous level + edit player attributes, ban players, disconnect players
4 - previous level (+ view/edit previous level accounts)
5 - previous level (+ view/edit previous level accounts)
although there were some problems with this for a long time, such as:
-GP Cadets couldn't edit their own attributes as they were supposed to be able to
-GP Chief and most Administrators couldn't edit GP Captains' accounts, which I believe they were supposed to be able to
it probably would've worked out better if there was another level along with a few bug fixes
when I was account administrator, I had level 5 because I was unable to do anything to other level 4 accounts regardless, yet was supposed monitor some of them etc. and make changes to their account if needed (edit account password, ban, disconnect etc. also didn't work unless you had a higher level account)
