It only allows me to install it though windows updates, whats the other way to do so?

A lot of PC games have some version of DirectX included on the game cd. To find out what version you currently have, go to Start Menu / Run and type dxdiag

If you don't see text then the direct3d driver of your card must be bugged, I only know of the old Voodoo1/2 cards that couldn't display GDI (text, windows controls) together with 3D stuff.
The drivers that come with windows / MS are very buggy, especially the nvidia drivers. You should get drivers from the producer of your card, although even those don't always work perfectly.

I have the latest driver for my GF4, and I've downloaded the other ones, I've reinstalled DirectX and done everything I think I can do, it just happend out of nowhere, unexpectedly.

I tried the normal and the detonator drivers, both no avail

I rather not comment on how much I've come to despise DBZ, even though I did watch it alot last year. now I shutter at the though of it, and I would really apsheate no DBZ or DZ or DBGT? in this thread, I haven't really played graal since This hppend two weeks ago.
