I have both, Paint Shop Pro 7 and Adobe Photoshop 6.0 ... and for Graal graphics, in my opinion, I like PSP7. Adobe's best for anything else, though.

Ms Paint is what I use.. and I can save is as .gif without to much colour loss, but I use Giffy or NeoPaint

NeoPaint is good is has mouse cam etc.. and is easiest program after Ms Paint in my opinion also has special effects.

You can get a 30 day trial for it after that you need to buy it for not more then $60.00
