If someone posts enough bad to have negative reputation; posts enough crap people just disagree with or don't like, I'd consider them useless, wouldn't you? You'd be wasting everyone's time with your posts.

Your reputation is just that. Your reputation. You don't get a bad reputation just for spamming. You can make legitimate posts and still be a loser. And if you fall victim to what you're calling "abuse" of reputation, you must've done something to deserve it.

1. Don't waste time reading posts, +rep as much as you can...get your name out there. The more rep you give, the more you're going to get in return.
