Guilds...when?

When will suspended guilds that meet the requirements of being activated become....well,activated? I know it said that we have untill March 10th,and after that, a suspended guild will only be around for a week after being suspended....but does that mean we have to wait till the deadline to get our guilds back? It would be nice to be able to create guilds once again,and have unsuspended guilds back....especially since some of us,like a guild I'm in, got our guild literally just a little bit before the guild CP went down,and we didn't even have time to get at least 10 members. Also, I'd like to know...who handles the suspended list? KA?
