I do respond to such questions as well, when newbies hopelessly and repeatedly mass out, and to the extent to which I am willing to sacrifice personal game time for FAQ-type questions.

The goal of the level 6, 60 hour requirement is to ensure a player is indeed well enough oriented into general game play that his/her initial participation in the kingdom can reasonably be expected to be a contribution and not sap the RP energies and potential of guild exchanges.
Unlike perhaps Dustari, Zormite is constantly barraged with criticism regarding the quality of their RP. As the leader of Zormite, I sincerely don't care what chronic complainers think, but if I can create an environment within my kingdom which enriches game play, by involving more experienced players, I feel it's a good thing.
The requirement by no means is meant to leave newbies in the cold. On the contrary, assisting new players is an RP unto itself, met within the Ministry of Information.

Thus The Zormite Republic provides a well developed training ground for utter newbies (potential members) while maintaining a slightly higher standard for actual members.
