If I remember correctly, they cannot be set/edited by the client, only read. They can be set/edited serverside, however. Security reasons, obviously.
Same with serverr. strings.
A good use...? Well, you could store information you wouldn't want somebody using a trainer to edit. Hats, for example. They were changed to clientr. when there were glitches in the .exe that allowed you to edit your flags if you knew them.
