Concerning only VIP's being able to make guilds

We had a discussion at cyberjoueurs about who hould be able to create a guild and we have decided that VIP only will be able to create guild:

We don't want all new gold account to create a guild and become a guild manager so we have reserved creation to VIP ( mostly oldbies or very motivated Graal players )
