Not before the new, new, Guild CP. Though at that time I was still on trial, it stated that you had to have an upgraded account. I upgrade my account, then the guild CP is broke. The fix it. Still can't make guilds. Fix it again. Still can't make guilds BECAUSE THEY MADE IT SO ONLY VIPS CAN MAKE GUILDS. X_X...
