Tseng... I told you that you could've remove anything on there. Because any Infernal Legion is better then none.
And it doesn't mean that they'd be united against us. Last time Inra and the Samurai kingdom were at war when we started to kill them. But eventually they united on their own will.
It wouldn't be our fault if the world just decided to unite. Kind of like when they united to blow Dustari.
