True, I feel the main reason though, is that they are based in France. Neopets for example, is based in California, so they can easily make deals with local businesses, or US businesses. However, Cyberjoueurs is based in France, therefore it's kind of hard for them to contact American businesses for advertising.
They could put small ads on the site, and ads in the non-paying accounts somehow (maybe back in the pm windows). They just can't get good advertising (from actually talking with companies) because of where they are located. Neopets is far from single player.. there is a battledome, and chats, and if you want to do anything, you have to interact with other people. (buying from users shops, trading items with users, using the auctions, etc)
There is a whole top right corner for the forums where an ad banner could go. They could probably set it up so that the ad only shows up for guests even. I know Stefan has said before that they couldn't make good money off of ad banners, but that's because they were just using silly ad rotator companies that paid them measily amounts of money per every click on an ad. Heck, what about having a new g server that has ads in the game or something?
I dunno, there's plenty of ways to make money from advertising. Obviously if neopets is able to buy all that stuff, pay staff, have merchandise, etc, then advertising can't be that measily.
