I think it might be a better idea if it wasn't just one subkingdom or what ever, better just a congeration of all the mages from each kingdom to partace/learn/refine their magic, sounds just a bit more peacefull and less complicated

it should be a subkingdom, but it's leaders should keep it neutral, and offer it as a middle ground between kingdoms until trouble happens.
