new option for serveroptions.txt

I was talking to one of my staff members and we discused an idea about having custom tile definitions. We both agreed it would be nice because we could better organize the tileset to meet our needs. Since it posses problems for hacking (players altering the tile definition to allow them to walk over blocking tiles) we figured it would be better if it were an option in the serveroptions.txt that is forced from the server onto the client. Thus, preventing walking on walls but allowing PWs to have custom definitions for various tilesets.

it could also be stored in a specific file format and extension and could be tagged to the addtiledef command for offline purposes.
