Urgent someone please help!

Ok this is urgent but I need two NPCs made....
One you need to know NPC Server scripting to do...
if anyone would make these for me I would appreciate it very very very much. They are not difficulty,
just too difficult for me..
I cant even get the sign code right so this is impossible for me.
I need someone to make an NPCW that when I use it it says something like what sign text? and then I say stuff and at the end of my message i put end, and then it knows that the sign text is over... and it makes a new NPCW and that NPCW's name is the first word of the sign text....
and when i go up to a solid object..
and use that NPCW it puts a sign on the wall and when someone looks at the sign it has the sign text..
basically something so I could put up flyers on the wall by saying a command... when i say the command then i say the sign text..
then i say an end command,
it creates a new NPCW when i use that it puts up the flyer...

ok heres the second NPCW i need.
should be easier...

OK I need an NPCW called called Sheriff Net..
when I i throw it it sticks on a player..
then I need a seperate NPCW called Rope,
if I use te rope on the netted person then it sets their gani to one of them in the sitting position,
covered in netting, with a rope tied around it..

when they get netted and roped then they become carryable and I can pick them up and throw them into a jail cell,
then i say a command and it takes the rope and nets off the player. I know alot of you will flame me for asking,
but it can hurt to ask..
and I really need someone to make these.

I cant do it myself,
and I cant ge anyone to do it..
I dont think its that complicated a script..
maybe the wanted poster is..
but what I really really need is the thing with the net and the rope..
I really need this cus I r gonna be a sheriff on Providence but I cant be a sheriff if I cant arrest people..
and No I dont want a simple script to warp people to jail..
cus im not a Sheriff in a anti cheater hacker staff..
I am in character law enforcer..
and I catch in character bad guys

Yeah..
but Its not like anyone will script it for me..
its more like I can be sheriff if I can provide ths scripts..
but since I cant provide the scripts I wont be able to be sheriff,
unless Giltwist will script it for me..
although thats unlikely
