Keep in mind that everyone(and new people to the server) will have to know these laws and regulations. So it would be wise to keep them simple, and cut down to the point.
Plus you could add these rules into a library which would be in Dustari Castle. Heck, maybe you could make a book system where players could rent/borrow books from the library and read them instead of having to go to the library every time to read the same book. You could add features like book marks to save points in the book so the player doesnt have to press a button untill they get to the point where they last read off at.
