Managers are not a developer role though, is my point, they are a management role, they are there to organize everything within the team of developers to make things go efficiently and effectively, at the most I'll say they relate to them, not directly involved.
This is the same problem as the last thread's poll, your poll is completely ambiguous as to what you're talking/asking about.
You even wrote the option like this:

To answer your question in parenthesis, yes they are, the fact you're actually asking this question makes me question if you know what you're even trying to convey as a question, as well as making me question as to how much of the video you actually watched or was capable of understanding.

I consider development as any part of the process that brings the server\server content to the players. so the one that plans the server, organizes the teams, makes them work well, is a major person in the development process and I consider them as a part of the development staff.
and anyway i think most managers on graal today also actively develop.

i get the difference. but i use a broader definition of development in this case, while you use a more limited definition, that's it.
