People are constantly spamming onlinestartlocal with their staffblocks and other useless NPCs and they can't be deleted because nobody has rights to that level.

I suggest giving someone who is really active the right, or disable the dropping of NPCs in the level. Makes the server look like trash and gives off a vibe that everyone there isn't using it as it should be used...

Maybe. The only way I know how is to use /clearnpcs, but that requires rights to the level.
