The better boats would be mainly for war purposes. Obviously requiring alot more materials which then makes it part of the preparations for war. Yes, random boat battles may be made unfair because one person has bothered to build a kingdom battleship of their own, but thats kind of how it was in those days, the better equiped one is, the better chance they have in a battle. Which is pretty much how it's always been like.

Like Fayt said no point in getting better boats because it won't change much people would just build the better boats and the normal boats will not be used. But i'd like to see a boat with no cannons but with a faster speed.
