Change staff accounts

Well, it's not just him. One of my other staff without the right just tested it and was able to do it. A bug?

change staff accounts doesn't affect the staff= list. I think that controls editting of /openaccount or /openacc Global RC control and editting of e-mails and names and stuff

Roleplaying Admins are one of the highest staff ranks on Valikorlia, they have had it long before I became manager.

Like I said...I think staff acocounts thing is for the /openacc and /openaccount features for global staff.
