yes it is. I as an american would not play a game if I found possibly 2 or more grammar or spelling errors on a rules thread or such.... I would think many things like man the people who created this game must be really stupid. I get upset when it is an administrator making the error. Even professionals make mistakes. I mispelled one word in a thread, and you went crazy, forum PM'ed me being nasty about it, then made a thread when I didn't act quickly enough for you to fix one typo. Calm down, seriously.
There were very few mispelled words in the rules, and they may have been there for a long time. At any rate, realize that we are people, not robots.
