Community Colleges usually hold a number of summer programs, or 'camps'. Some about electronics, some about technical computer stuff, and others about how to use certain programs. They don't have age limits.

One of my friends' mothers actually has her own business in my home town where she does workshops that teach kids how to make animations in Flash, and use other creative applications like that. I think the majority of her clients are from the ages of 10-16 or so.
