Failed? O please seriously where have you been for like the last 5 years or so. Babylon has always had a surviving playercount. At some point a server needs to re organize. Not every Server can be Unholy Nation.
Just look at Npulse and Maloria and such. Where did they go for awile? UC and off the classic list. At some point players will lose intrest and you will have to reform. Just How graal goes bud get used it if I may be so blunt .
