Oh course -- Human is an egocentric, lazy race. Slaves were used in 'real' life to faciliate profits and life standards (of a few people) to the extent of punishing others (large sums). This applies to servers with glitches/power. The higher up in the triangle, the more "corrupt" you can be. It's natural for human to abuse anything that comes in their possession. If players find glitches/bugs, then they'll abuse it at the cost of the large populace. Sometimes this ends up in global resetting of the server.

Now, for a person who was banned never to be rebanned is practically banning them for actively searching for techniques which every human secretely seek. And I believe that it isn't right to ban them permenently unless it possess such an imbalance, and an actual bug/glitch that you aren't in position to fix.

Best way to fix this is limiting staff, managing them strictly. But then again, if you're the owner, and corrupt yourself, then I don't suppose the server will go very far.
