Or..You could maybe ask another Kingdom to play along in this RP instead of just finding people to pretend or whatnot. Ask the pirates about letting maybe 3 or 4 people act as rum sellers on the island like Zurk said and have the citzen classes or anyone who wants rum buy some. You could also have an event where the Dustari guard catches them and they must hide when they pass by, but sell when they leave on their patroling spots. Might add a bit of spice to it once Dustari gets suspicous.
