Everything is connected. If you have easy money, you can get easy exp. If you can get easy exp, you can get easy money. It works either way.

As you said, cheap scrolls will give you exp. However, it's not just that. Someone can buy tons of books and read those.

If you don't realize how the problems are connected, look at it in a magnified way. Let's say I found a way to get billions of platinum coins in 10 minutes. With this money, I could buy all the best items in the game. I could buy plenty of diamonds, a prepare weapon, IWD's, to end up doing hundreds of hitpoints worth of damage per hit. I can buy maps to fight the most powerfull monsters in the game while using the best equiptment. Since I'm killing these guys in 1 hit, I can level up quickly. I'd be the top ranking player in no time. This is also why alchemy items would not only have to be removed if creation will always be gone, but the server would have to be also reset. The people with alchemy items could level up easier.

Now let's say I found a way to get easy exp. This way is harder than the last, but it still works nontheless. If I can get more exp than anyone on the server with some bug in 10 minutes, I can use my current decent/cheap weapons/spells to kill monsters in dungeons/treasure maps to make money from the drops. For one, I'd have plenty of HP. Money would be easier to make.
