Then again, many have and have failed miserably... even if they don't see it themselves. The point is, I think Asuka, that the chief being the top police position would do better going to someone with more experience and who has already proven themselves. People can then prove themselves as police members and try to earn responsibility that way. That makes more sense, anyway.
And there should be a standardized test or process to become a police officer (or any of the positions that seem to just handed out based solely on nepotism). I would assume that creating an unbiased, fair process would be the chief's job. But I haven't seen a job description. Maybe it's just a title and little else.
Anyway, it seems to me, we have everyone here wanting to be the star and no one wanting to be the cast. If they wipe the police, they're going to need members for that too.
