Slow.... NPC server

why when i play 2K1(i mean when im not in this dorm)
its lagging so much, i mean when i read a sign it will appear after 3 minutes...

is it because of NPC server or was it me???

note: my lag is not that bad on other server...

or is it because the sign was controlled by npc server instead of the usual sign index on the editor
