If you just silently work on playerworlds then theyll still be empty after months of work.
When theres less than 5 people on all the time people think its empty so they dont go there. Then more people do the same. Then because everyone does that the server never gets more people and therefore remains near the bottom of the playerlist with a few players forever.

When you make some big changes tell people about it. If you have greatly improved vast ammounts then tell people.

The sooner more players start coming then even more will come and the pw should start to become more popular, depending on how good it is.
