PayPal Payment thingy!!! can't pay!!!

well what do you reckon, my mom's credit card won't work, coz we live(well at least my parents) in Indonesia, there's no option for Indonesia how the hell I can pay? need assistance ASAP I want my other account to be upgraded... well or when the Phone thing gonna be done and also do you charge international calls? maybe I need that thing... I can't basically pay, there's only few option of country well I live in oz though well is there a way you could assist me? well any staff that could spare their little time to help me?
