There is no set price limit for any hat. One person may want to sell it for more than the site prices, and one other person might want to buy it for more than the site prices.
Graal's economy is that way; Items are only worth how much the buyer is willing to buy it for, and how much the seller is willing to sell it for.
I hate getting questions like "how much is whateverhat worth!@?"
