Bah..Lights in UG Lake?

I just recently got a new computer and its fairly nice but i cant *and never have been able to* see the light effects in the underground lake and everywhere else *torch,pillars in market*...could it be because i have directx8 instead of 7 or is my graphics card just not compatable with graal? Help? *ps* i can see the actual image of the light but its just black...
