Forged Regal Topaz Wand

Could anyone tell me where to craft that silver,yellow,blue wand? I checked every shop but didn't find it anywhere. I really don't remember where it could be crafted. Wasn't there a room in bogenera for that (1 of the houses got changed inside lvlwise)?
Please tell me if anyone knows. I forgot it <.<
