it's more than that.
if a player wants to develop they have to pay to play first and then develop. basically pay to develop. it's then covered by the thin "well no1 asked u 2 do it" veil.
good developers got tired of the way things are run and most either quit or completely lost motivation. i spend about 5 minutes a day playing with the level editor for zodiac, for example.
